Menus and Sub-menus in the editor can be dragged up or down with your mouse. If you grab hold of a menu and slowly drag you should see either a single blue line or a border around a menu. The blue line indicates you are changing the menu's location. The border around a menu indicates you are dropping it inside the selected menu and therefore changing it to a sub-menu.
